With a budget of €690m, Barcelona Provincial Council offers technical, economic and technological support to 311 municipalities representing five and a half million people in Catalonia (Spain). Its mission is to guarantee the equitable development of the territory through technical and economic support of local governments so that they can meet the needs of the population.
Management capacity of local governments
The financial crisis reduced the management capacity of local governments, endangering the balance of development. It was essential to contribute to the competitiveness of these public bodies through training so as not to sacrifice the welfare of the citizens.

- The institution had to redesign and systematize the numerous support and training mechanisms that it had available for the associated entities, with the aim of ensuring both full access to the resources and their greater effectiveness.

Challenges
The Provincial Council provides services to different kinds of public bodies, each with its own particular structure, which are in charge of numerous citizen issues: health services, education, economic promotion, culture, mobility, etc.
- The training had to target over 40,000 people (including both internal staff and that of the town councils) who provide very different services and who have over 500 activities available to them.
- It was necessary to overcome the digital gap existing in the territory in order to be able to implement more efficient training initiatives based on new technologies.

Diagnosis and value proposition
After an in-depth analysis of the training already on offer and of the target profiles, Barcelona Provincial Council and the Institute of Lifelong Learning of the University of Barcelona organized a new map of training services which integrated new programmes into the training already existing and, moreover, considered the implementation of a virtual learning environment for the management of the activities.
- The project had two aspects: on the one hand, it focused on analyzing and reconsidering the broad portfolio of training initiatives offered by the Provincial Council to local entities and, on the other hand, it also focused on the management of an internal culture change in order to adapt the processes and the duties of the institution’s professionals to the new training proposal.
- In order to support the cultural evolution of the organization, the Institute of Lifelong Learning of the University of Barcelona promoted training initiatives among the professionals of the Provincial Council with the aim of helping them to incorporate new collaborative work dynamics and teaching innovation tools which they could apply and transfer in a widespread manner in the town councils.

Impact and results
- On systematizing all of the existing training actions, it has been possible to detect where there are new needs. In five years, 50 new virtual classrooms have been implemented, in addition to 50 actions with a teaching plan and over 150 self-learning resources.
- The Online Campus, equipped with mechanisms to receive user feedback, helps to certify the educational level of the training: at present, the quality of the courses receives an average score of 8 out of 10.
- Thanks to the transfer of knowledge that has been carried out by the team of consultants from the Institute of Lifelong Learning of the University of Barcelona to the professionals of the Provincial Council, more efficient processes have been established both for the design of new training actions and for the transfer of knowledge to the local entities which are the targets of the activities. On completion of the project, the public institution has full autonomy to promote new training initiatives.
